Two years ago, in an effort to keep out young louts and loiterers, British shops started a strict no-hoodies policy. I first wrote about it here (with lots of picture goodness).
The other day, it was for Jay Cowper to find out just how strict that policy is. Apparently seen as a potential troublemaker, young Mr. Cowper was told by a shopkeeper to either remove his hood or vacate the premises. He politely bid his adieus. Actually, more likely, he managed to utter a 'bye-bye' with a wave of his tiny hand, before waddling off with Grandpa.
Jay, you see, is two years old.
He could totally be hiding an Uzi under that sweat shirt.

The shopkeeper, whom I assume owns or has rented his shop, can decide whom to permit and whom to eject from his shop.
That being said it is still appropriate to mock him.

He was probably trying to be the youngest kid to get an ASBO. I hear it's quite the mark of honor amongst kids these days ;)
Anyways 2 year-olds are smarter than you think. Haven't you seen Family Guy?
